It\u2019s a <a href=\"https:\/\/ca.billboard.com\/media\/canadian-music-stakeholders-debate-once-in-a-generation-update-to-cancon-regulations\">once-in-a-generation update to CanCon regulations<\/a>, and many stakeholders have been weighing in about how it should be implemented.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tAn important aspect to these hearings is last year\u2019s CRTC decision to enforce major foreign-owned streaming services with Canadian revenues over $25 million to <a href=\"https:\/\/ca.billboard.com\/business\/streaming\/streaming-base-contributions-crtc\">pay 5% of those revenues<\/a> into Canadian content funds, like FACTOR and Musicaction. It\u2019s been a major hot button issue, with <a href=\"https:\/\/ca.billboard.com\/business\/streaming\/crtc-spotify-apple-amazon-canadian-content\">pushback from the big major streaming services<\/a> like Spotify and Amazon. After appealing the base contributions, the courts <a href=\"https:\/\/ca.billboard.com\/business\/streaming\/streaming-tax-paused-canada\">paused payments<\/a> until an appeal.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tThat has been a big topic of conversation in arguments over a series of five days of hearings in Gatineau, Quebec, from September 18 to September 29.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tThe country\u2019s federal government is under <a href=\"https:\/\/ca.billboard.com\/business\/streaming\/us-congress-canada-online-streaming-act\">heavy pressure from the United States<\/a> to forego the base contributions in the legislation, with 18 members of Congress signing a letter, claiming the act \u201cimposes discriminatory obligations and threatens additional obligations imminently is a major threat to our cross-border digital trade relationship.\u201d<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tCRTC regulations state that at least 35% of popular music picks on commercial radio stations must be Canadian content \u2014 but this standard doesn\u2019t currently extend to music streaming services.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tThe goal of the hearings is to discuss how CanCon regulations can be adjusted in support of the changes taking place in the music industry and the Canadian broadcasting system, including the rise of streaming services, the decline of radio broadcasting alongside increasing support for Indigenous music and diverse Canadian artists.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tIn its notice of consultation on the hearing that began last week, the CRTC said streamers should \u201ccontribute to the discoverability of Canadian, French-language and Gasparro in a video posted to X.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\tWhile the ban forces the group to forfeit scheduled concerts in Toronto and Vancouver next month, Kneecap\u2019s manager, <strong>Dan Lambert<\/strong>, said that the band hasn\u2019t gotten any communication from the federal government.<\/p>\n<p class=\"paragraph larva \/\/ lrv-u-margin-lr-auto  lrv-a-font-body-m   \">\n\t\u201cNobody has instructed Kneecap that they can\u2019t travel to Canada except Vince and his social media video,\u201d Lambert tells <a amplified political violence and publicly displayed support for terrorist organizations such as Hezbollah and Hamas,\u201d and said he was making the announcement \u201con behalf of the Government of rejected the claims in an <a href=\"https:\/\/www.instagram.com\/p\/DOyf0ssAmZ7\/?\" rel=\"nofollow\" target=\"_blank\">Instagram statement <\/a>addressed directly to Gasparro, calling his remarks
