\n\tEurope\u2019s largest music market will soon\u00a0be announcing\u00a0a ban on ticket resale\u00a0for profit, elating music fans while\u00a0roiling investors in secondary ticketing companies like\u00a0StubHub\u00a0and Vivid Seats.\u00a0<\/p>\n

\n\tMultiple outlets in the United Kingdom are reporting that\u00a0the Labour Party government of Prime Minister Keir Starmer\u00a0will announce a plan to crack down on ticket scalping this week. Outlets like\u00a0The Guardian<\/em><\/a> are reporting that Starmer\u2019s government had considered capping\u00a0resale at 30% above a ticket\u2019s original face\u00a0value, but\u00a0ultimately opted\u00a0to ban\u00a0the resale of tickets\u00a0above face value following significant pressure from artists\u00a0and industry groups.\u00a0<\/p>\n

\n\tAccording to The Guardian<\/em>, ticket holders for popular concerts\u00a0like Coldplay<\/a> and Dua Lipa<\/a> will be able to resell tickets on sites like\u00a0StubHub\u00a0and\u00a0Viagogo, but\u00a0not charge more than they paid for the tickets. Resale sites would be allowed to charge fees on top of that price, but the fees would be limited\u00a0and set by regulators. The resale ban would also cover social media sites, which some resale site operators have claimed would serve as fraud-heavy alternatives if markets like\u00a0StubHub\u00a0were shut down.\u00a0<\/p>\n

\n\tThe new regulations will also include purchasing limits on tickets and mandates from the Competition and Markets Authority (CMA) that resale sites like\u00a0StubHub\u00a0will\u00a0be responsible for\u00a0policing their own platforms.\u00a0\u00a0<\/p>\n

\n\tThe news sent the share price for\u00a0StubHub\u2019s\u00a0U.S. company,\u00a0StubHub\u00a0Holdings,\u00a0tumbling on\u00a0Monday (Nov. 17); the stock ultimately closed down\u00a013.8 percent.\u00a0StubHub\u00a0has endured a brutal November, with shares down a combined 33% after the company\u00a0failed\u00a0to\u00a0provide a\u00a0financial forecast for the current quarter.\u00a0<\/p>\n

\n\tThe publicly traded StubHub Holdings\u00a0\u2014 which owns\u00a0Viagogo\u00a0\u2014 is a different company from the\u00a0U.K. StubHub brand. The Competition and Markets Authority forced the firms to split into two companies following the\u00a0merger of Viagogo and\u00a0StubHub\u00a0in 2020.\u00a0<\/p>\n

\n\tRepresentatives for Live Nation applauded the deal, telling Billboard<\/em> in a statement that\u00a0\u201cLive Nation fully supports the UK government\u2019s plan to ban ticket resale above face value. Ticketmaster already limits all resale in the UK to face value prices, and this is another major step forward for fans \u2014\u00a0cracking down\u00a0on exploitative touting to help keep live events accessible. We encourage others around the world to adopt similar fan-first policies.\u201d\u00a0<\/p>\n

\n\tEarlier this month, more than 40 British artists, including Sam Fender<\/a>, Radiohead<\/a> and The Cure<\/a>, sent\u00a0a public letter<\/a> to Starmer\u00a0urging the U.K. prime minister to \u201cstop touts [scalpers] from fleecing fans\u201d and cap the price\u00a0of resale tickets at face value.\u00a0The pressure campaign\u00a0followed\u00a0a recent CMA study that\u00a0found\u00a0U.K. tickets sold on\u00a0resale sites\u00a0were typically marked up 50 percent.\u00a0\u00a0<\/p>\n
