\n\tThe U.K. government hopes to decrease\u00a0the price of\u00a0resale tickets by an average \u00a337 per ticket ($48 USD),\u00a0according to a new report released released Wednesday (Nov. 19) in which it outlined its plan to outlaw ticket resale above face value.<\/p>\n

\n\tAccording to a memo outlining the new rules, \u201cMusic and sport fans will no longer be ripped off on the ticket resale market thanks to new measures which will destroy the operating model of ticket touts,\u201d also known as scalpers. The memo, released by the country\u2019s Department for Business and Trade and Department for Culture,\u00a0Media\u00a0and Sport, adds that Prime Minister Keir Starmer\u2019s government will make it \u201cillegal for tickets to concerts, theatre, comedy, sport and other live events to be resold for more than their original cost.\u201d The news was first reported<\/a> by multiple U.K. outlets on Monday (Nov. 17) prior to the memo\u2019s release. <\/p>\n

\n\tThe new rules effectively make ticket resale above face value \u2014 defined as \u201cthe original ticket price plus unavoidable fees, including service charges\u201d \u2014 illegal. The law limits the service fees that resale sites can charge and requires platforms like\u00a0StubHub\u00a0and Viagogo \u201cto monitor and enforce compliance with the price cap.\u201d\u00a0The law also bans fans and resellers from buying more tickets than they are legally entitled to purchase during\u00a0an\u00a0initial\u00a0ticket sale.\u00a0<\/p>\n

\n\tThe U.K. government\u2019s website features supportive quotes from politicians, music managers and artists about the bill, including\u00a0U.K. Business Secretary Peter Kyle,<\/strong>\u00a0who said the legislation taking on scalpers was meant to\u00a0\u201csmash their model to pieces and make sure more fans can enjoy their\u00a0favourite\u00a0stars at a fair price.\u201d\u00a0\u00a0<\/p>\n

\n\tIn her own statement, U.K. Culture Secretary Lisa Nandy<\/strong>\u00a0compared ticket scalpers to\u00a0\u201ca\u00a0shadow industry, acting without consequence\u201d while Dan Smith of the band Bastille<\/a> described the legislation as \u201ca good step towards protecting music fans from being ripped off.\u201d\u00a0<\/p>\n

\n\tThe new rules apply to both ticket resale platforms and social media sites where fans buy and sell goods.\u00a0Violating the new regulations, according to the government, could result in large financial penalties from the U.K.\u2019s Competition and Markets Authority (CMA).<\/p>\n

\n\t\u201cGovernment analysis suggests that these measures could save fans around \u00a3112 million annually\u00a0[$146 million USD], with 900,000 more tickets bought directly from primary sellers each year,\u201d the government\u2019s website reads.<\/p>\n

\n\tThe law is meant to build on a development from September in which the Competition and Markets Authority secured commitments from Ticketmaster to give U.K. fans 24 hours\u2019 notice if Ticketmaster plans to use tiered pricing and provide clearer information about how the company\u2019s online queues work, among other measures.<\/p>\n

\n\t\u201cThe CMA\u2019s enforcement action in this case, and the measures agreed with Ticketmaster, send a clear message to all ticketing websites that fans must have access to clear and\u00a0timely pricing information with accurate ticket descriptions, especially where there are different pricing models and queues in play,\u201d the government\u2019s website reads.\u00a0\u201cIn\u00a0the\u00a0future, the CMA will be able to respond even more swiftly and robustly to breaches of consumer law.\u201d\u00a0<\/p>\n

\n\tThe new legislation drew both praise and condemnation from different corners of the music industry. U.S.-based pro-ticket resale group the\u00a0National Association of Ticket Brokers\u00a0warned in a statement that it does \u201cnot support efforts to thwart competition. We discourage laws that impose price caps that make it more difficult for ticketing\u00a0companies to\u00a0compete with one another.\u201d\u00a0<\/p>\n

\n\tMatt Kaplan<\/strong>, who heads up U.K. and EU operations for\u00a0fan-to-fan\u00a0exchange\u00a0Tixel,\u00a0said \u201cthe UK\u2019s move to outlaw touting is a huge win for fans, artists and the wider industry, and we fully support this long-overdue reform.\u00a0Tixel\u00a0was built to tackle these exact problems, and after\u00a0nearly a\u00a0decade fighting for fair, transparent resale in multiple markets around the world,\u00a0we\u2019re\u00a0proud to see a framework\u00a0emerge\u00a0that protects fans, restores\u00a0trust\u00a0and shuts out the bad actors.\u201d\u00a0<\/p>\n

\n\tIn a statement to Billboard<\/em>, Nathaniel Marro <\/strong>with the National Independent Talent Organization (NITO) added, \u201cWe hope policymakers stateside are paying attention and that reining in predatory resellers is a global movement.\u201d Also in a statement,\u00a0Stephen Parker<\/strong> of the National Independent Venue Association (NIVA) called on \u201cstate lawmakers throughout the United States to follow the United Kingdom\u2019s (UK) proposed ticket resale price cap.\u201d\u00a0<\/p>\n
